杭州跨境电子商务协会（缩写HCEA），是由阿里巴巴（中国）有限公司、网易（杭州）网络有限公司、浙江电子口岸有限公司等企业共同发起，接受杭州市商务局和杭州市民政局监督和指导的非营利性社会团体。会员主要有跨境电子商务企业、传统外贸企业、跨境电商服务商、跨境电子商务产业园区、相关行业协会以及研究机构和其他促进跨境电商发展的单位。
The Hangzhou Cross-Border E-Commerce Association (abbreviated as HCEA) is a non-profit social organization jointly initiated by Alibaba (China) Co., Ltd., NetEase (Hangzhou) Network Co., Ltd., Zhejiang Electronic Port Co., Ltd., and other companies. It is supervised and guided by the Hangzhou Municipal Bureau of Commerce and the Hangzhou Civil Affairs Bureau. The members mainly include cross-border e-commerce enterprises, traditional foreign trade enterprises, cross-border e-commerce service providers, cross-border e-commerce parks, related industry associations, research institutions, and other organizations that promote the development of cross-border e-commerce.
协会以“沟通、服务、自律、创新”为宗旨，以跨境、跨界、跨越为口号，有效搭建政府与行业、行业与企业及企业间的沟通平台；协助政府部门对跨境电子商务行业进行管理，为会员做好联络、协调、服务、宣传、培训、信息交流和资源对接等工作，促进跨境电子商务创新发展和对外贸易的转型升级。
The association is committed to the principles of "Communication, Service, Self-discipline, and Innovation," and adopts the slogans of "Cross-border, Cross-sector, and Leapfrogging." It effectively builds communication platforms among the government, the industry, and enterprises. The association assists government departments in managing the cross-border e-commerce industry and provides members with services such as liaison, coordination, service, publicity, training, information exchange, and resource matching, thereby promoting the innovative development of cross-border e-commerce and the transformation and upgrading of foreign trade.
协会运作以“客观、公正、透明”为原则，发挥企业与政府之间的桥梁、纽带作用，承接政府委托的各项工作，推动行业自律，促进会员企业经营、管理水平和企业素质的提高，推动行业的繁荣与发展。
The association operates on the principles of "objectivity, fairness, and transparency," and serves as a bridge and link between enterprises and the government. It undertakes various tasks entrusted by the government, promotes self-regulation within the industry, and enhances the management level, business performance, and overall quality of member enterprises. Through these efforts, the association drives the prosperity and development of the industry.
杭州跨境电子商务协会是代表着跨境电商领域先进生产力方向的行业协会。作为年轻的行业协会，在业务指导单位的关心下，在会长和理事会的支持下，通过秘书处工作人员的不懈努力，杭跨协取得了一系列荣誉：2018年获评中国社会组织评估5A级单位，并于2023年通过5A等级社会评估复评；2023年荣获浙江省民政厅授予的“2023年浙江省品牌社会组织”称号；荣获联合国国际贸易中心（ITC） 2019年“国际跨境贸易创新发展优秀组织奖”、 2023年“促进全球贸易数字化”荣誉证书；协会党支部2021年先后荣获两新党组织最高等级“六星党组织”称号、2021年度先进基层党组织、2022年度先进基层党组织、2024年华东进出口商品交易会组织奖等荣誉。

In 2018, it was rated as a 5-levelA organization in the assessment of Chinese social organizations and passed the 5A-level re-evaluation in 2023.
In 2023, it was awarded the title of "2023 Zhejiang Provincial Brand Social Organization" by the Zhejiang Provincial Department of Civil Affairs.
It received the "Outstanding Organization Award for International Cross-Border Trade Innovation and Development" from the International Trade Centre (ITC) in 2019 and the "Promoting Global Digital Trade" certificate of honor in 2023.
The association's Party branch was consecutively awarded the highest level of "Six-Star Party Organization" for new and non-public organizations in 2021, the title of Advanced Grassroots Party Organization in 2021 and 2022, and the Organizational Award of the East China Import and Export Commodities Fair in 2024.
